Written Answers. - Ratification of Conventions.

64 Dr. Upton asked the Tánaiste and Minister for Enterprise, Trade and Employment if Ireland has ratified or implemented the Migration for Employment Convention, 1949 (No. 97); Migrant Workers (Supplementary Provisions) Convention, 1975 (No. 143); Social Policy (Basic Aims and Standards) Convention, 1962 (No. 117); Migration for Employment Recommendation (Revised), 1949 (No. 86); Equality of Treatment (Social Security) Convention, 1962 (No. 18); Migrant Workers Recommendation, 1975 (No. 151); Maintenance of Social Security Rights Convention, 1982 (No. 157); Maintenance of Social Security Rights Recommendation, 1983 (No. 167); if not, the reason in relation to each convention; and the reports, if any, Ireland has filed with the International Labour Organisation on the operation of these conventions and recommendations. Ratification arises in respect of conventions only. Ireland has ratified the Equality of Treatment (Social Security) Convention, 1962 which is Convention No. 118. The ratification was registered on 26 November 1964. The latest report on this convention was forwarded to the International Labour Office in 1996. Ireland has not ratified the Migration for Employment Convention (revised), 1949 (Convention No. 97), the Social Policy (Basic Aims and Standards) Convention, 1962 (Convention No. 117), the Migrant Workers (Supplementary Provisions) Convention, 1975 (Convention No. 143) and the Maintenance of Social Security Rights Convention, 1982 (Convention No. 157).

It has been the Irish practice to ratify only those ILO conventions where the necessary legal provisions are in place to allow fully for proof of compliance.

Ireland reports each year on a certain number of conventions, which have been ratified by Ireland, at the request of the International Labour Office. The office also requests annually a report from this country on at least one convention which has not been ratified and its associated recommendation. This year reports have been requested on the following unratified conventions and their associated recommendations: Convention No. 97 and its associated Recommendation No. 86 concerning Migration for Employment; the Migrant Workers (Supplementary Provisions) Convention (No. 143) and its associated Recommendation (No. 151). These reports are being prepared at present.
