The Government has in place a comprehensive range of strategies and policies aimed at addressing skills constraints. Many of these actions are notified in the employment action plan 1999. For example, taxation reform and child care provision, in addition to enhancing the quality of labour supply, are key elements of supply side measures. I am continuing to keep under review current policies aimed at assisting people from overseas to return to work in Ireland based on the skills needs of the economy.
However, I am not in favour of direct financial assistance to individuals in this area.
