Written Answers. - Rural Environment Protection Scheme.

206 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development the reason for the delay in carrying out the 5% inspection in respect of REP scheme applications; if his attention has been drawn to the serious financial problems it is causing; the reason he cannot give an undertaking that REP scheme payments will be made when farmers are inspected by agricultural officers locally and all is in order; and if he will make a statement on the matter. In operating the REP scheme, which is 75% co-funded by the EU, my Department has to have regard to the need to maintain appropriate standards of monitoring and control. Pre-payment, 5%, inspections are a key component of the control systems, and payments can not be made to REPS participants chosen for inspection until an inspection has taken place. Where a pre-payment inspection is required, an application cannot be considered to be valid until such time as the inspection has taken place and any issues arising have been satisfactorily resolved.

A range of circumstances, including the competing demands on human resources arising from the various schemes and services provided by my Department, can on occasion lead to delays in arranging inspections. My Department remains committed to providing an efficient service for REPS participants while at the same time meeting its responsibilities to appropriately monitor and control the scheme. In this context the matter of staff resource levels within the REPS area is under active examination.

207 Mr. Connaughton asked the Minister for Agriculture, Food and Rural Development when a 5% REP scheme inspection will be carried out for a person (details supplied) in County Galway; if his attention has been drawn to the fact that the cheque was due in September 1999; and his views on whether the delay is acceptable. [12535/00]

Application for payment was received from the applicant concerned on 14 October 1999. The application was processed and at pre-payment stage the application was selected at random for a 5% plan and on-farm inspection. Arrangements are being made to have the inspection carried out as soon as possible and if everything is in order payment will be made without delay.
