Vol. 523 No. 2

Written Answers. - Irish Film Board.

Thomas P. Broughan

Ceist:

116 Mr. Broughan asked the Minister for Arts, Heritage Gaeltacht and the Islands if she has received the report of the consultants engaged to carry out a review of the Irish Film Board which was due to be completed at the end of June 2000; the main findings of the report; the plans she has to publish the report; and if she will make a statement on the matter. [20222/00]

Olsberg SPI, in association with BDO Simpson Xavier, were commissioned to report on the following terms of reference:

Taking account of the recommendations in the report of the film industry strategic review group in relation to the expanded role and functions envisaged for the Irish Film Board – Bórd Scannán na hÉireann – to review the existing organisation, operations and resources of the board and make recommendations within the parameters of existing legislation to the Minister for Arts, Heritage, Gaeltacht and the Islands on the human resource requirements, including necessary staffing levels, skill requirements, remuneration and reward systems needed to give full effect to these recommendations; the most appropriate management and organisational structures to enable the board to deliver efficiently and effectively its expanded brief including, in particular, recommendations on the most appropriate and effective division of functions and working responsibilities between the board and its executives; the role of existing committees and sub-committees of the board in the context of ensuring the most efficient and effective implementation of the expanded role envisaged for it; the appropriate relationship between the board and other bodies and agencies in the State sector concerned with the audio-visual industry.

I have received their report, which is one of the inputs into my deliberations on the structure, organisation and personnel resources required for an expanded film board with a wider remit.

Early in this current session, I will be introducing in the Seanad, the Irish Film Board (Amendment) Bill, 2000, to extend the statutory ceiling on the board's capital outlay from £30 million to £80 million. I will be taking the opportunity of the debate on this short but important Bill to announce my plans for the reorganisation of the board. At this time it would be premature to publish the report, as deliberations are still current on the report and on the other inputs and considerations involved in the decision-making process.
