114 Mr. Durkan asked the Minister for the Environment and Local Government if, further to Parliamentary Questions Nos. 226 and 262 of 6 March 2001, he will indicate the way in which and where accepted practices and standards in the design of the M4 motorway failed; his views on whether he has an obligation arising from the need for high safety standards on roads to identify the cause or causes of the flooding and provide for the necessary remedial action; and if he will make a statement on the matter. As indicated in reply to Questions Nos. 226 and 262 of 6 March 2001, I am satisfied that that the M4 drainage systems were designed in accordance with accepted practices and standards. Under the Roads Act, 1993, the National Roads Authority has overall responsibility for the planning and supervision of works for the construction and maintenance of national roads and issues connected with the flooding of the M4 are a matter for the NRA and the local authority concerned.
