483 Mr. Ring asked the Minister for the Environment and Local Government the number of local authorities which have changed their structures in relation to the better local government in the country; the number of local authorities which are still operating on the existing programme; if he will make a statement on the way in which he views the changes as being an improvement. [26037/01]

All local authorities have either put in place the new management structures arising from the Better Local Government process or are in course of doing so. It is expected that this process will be completed by the end of the year. The new structures improve support for councillors through the establishment of strategic policy committees, strengthen local authority management, allow the introduction of a modern programme based management system and remove the rigidities of the former division of technical and administrative streams commonly referred to as the "dual structure".
