Request to move Adjournment of Dáil under Standing Order 31.

Before coming to the Order of Business I propose to deal with a number of notices under Standing Order 31 dealing with five different topics. I propose to deal with these topics separately and I will call on the Deputies in the order in which they submitted their notices to my office.

I seek leave to move the Adjournment of the Dáil on the following specific and important matter of public interest requiring urgent consideration, that the Minister for Transport, Deputy Brennan, is and has been in breach of his duties to this House under the sections 14(a) 14(1)(d) of the National Monuments Act, 1930, and section 14(3)(a), 3(b), 3(c) and 3(d) of the National Monuments (Amendment) Act, 1994 due to the road construction works which would demolish or remove, wholly or in part, or disfigure, deface, alter or injure or interfere with or would excavate, dig, plough or otherwise disturb the ground in or around the proximity to a national monument, namely, Carrickmines Castle, County Dublin, without the consent of the Houses of the Oireachtas.

Having considered the matter fully, I do not consider it to be in order in accordance with Standing Order 31. I now call Deputy Morgan.

I seek the adjournment of the Dáil under Standing Order 31 to debate a specific and important matter of public interest requiring urgent consideration, namely, the pending de-recognition of by the College of Surgeons of Ireland of junior doctors at Louth County Hospital in general surgery and accident and emergency from 31 December next because of the failure of the health board to appoint sufficient consultants to the hospital and the consequential closure of the hospital.

Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31. I now call Deputy Eamon Ryan.

I seek the adjournment of the Dáil under Standing Order 31 to discuss the important public matter of the closure of the Athenry-Claremorris rail line by dint of the taking up of the railway tracks by Iarnród Éireann in contravention of the Taoiseach's and the Minister's commitment in the House that no further closures would occur prior to the rail strategy study being carried out.

Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31. I now call Deputy Allen.

I seek the adjournment of the Dáil under Standing Order 31 to discuss the decision to terminate the first time buyer's house grant which will have a disastrous impact on people who have already paid deposits and who have entered into legal commitments.

Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31. I now call Deputy Coveney.

I seek the adjournment of the Dáil under Standing Order 31 to discuss an issue of national and European importance requiring immediate and urgent attention, namely, the breaking up and sinking of the Prestige, an oil tanker, 130 miles off the north west coast of Spain, the imminent environmental catastrophe which the 21 million gallons of fuel oil on board the vessel posses to the Bay of Biscay generally and potentially to Irish waters and the Irish coast should the Gulf Stream carry the oil northwards.

Having considered the matter fully, I do not consider it to be in accordance with Standing Order 31.
