Ceist:92 Mr. Ring asked the Minister for the Environment and Local Government if his Department will ascertain from Dúchas when a person (details supplied) in County Mayo will receive a cull ewe payment for 2002. [2231/03]
Written Answers. - Grant Payments.
According to information provided by the Department of Agriculture and Food, the person named did not apply for ewe premium in 2002 and his quota has been returned to the national reserve. Since no loss would therefore have been occasioned in 2002 as a result of de-stocking in 1998, payment of compensation does not arise for 2002.

Ceist:93 Ms B. Moynihan-Cronin asked the Minister for the Environment and Local Government the reason applicants for disabled person's grants are deemed ineligible due to the fact that a carer resides with them; and if he will make a statement on the matter. [2257/03]
In accordance with statutory regulations, the disabled person's grant scheme is operated by local authorities and is designed to give an appropriate degree of flexibility to the authorities. Within broad guidelines set by my Department, it is a matter for each local authority to decide the level of funding to be provided for the scheme in their area.
Neither the regulations nor the guidelines make reference to carers and it would be a matter for the relevant local authority to determine whether a grant may be payable in the light of the particular circumstances of each individual case.
