Ceist:

161 Mr. Cregan asked the Tánaiste and Minister for Enterprise, Trade and Employment the position regarding the co-operative development unit under the aegis of her Department; the reason its purpose and functions are being stopped; her views on whether this unit is not of vital importance in assisting formation of co-operatives; if she will clarify the situation; and if she will make a statement on the matter. There is no co-operative development unit in my Department. However, in 1988, following a commitment in the programme for national recovery, a co-operative development council and unit were established under the aegis of FÁS.

In the context of the then prevailing labour market situation, the council and unit sought to, among other things promote the co-operative concept; provide information and research into co-operative development; and provide advice and assistance, including financial supports to emerging co-operatives.

With the improved employment situation, there was a decline in the demand for the services of the unit and FÁS, therefore, decided early in 2002 to close it. Co-operative companies may be supported in the same way through the support systems administered by Enterprise Ireland as other manufacturing or internationally traded service businesses engaged in export-focused activity. In addition, county enterprise boards provide financial assistance and other supports to micro enterprises, that is enterprises with up to ten employees.
