Architects (Registration) Bill, 1941. - Control of Imports (Quotas Nos. 35 and 36) (Amendment) Order, 1941—Motion of Approval.

On behalf of Senator Quirke I move:

That Seanad Eireann hereby approves of Control of Imports (Quotas Nos. 35 and 36) (Amendment) Order, 1941.

The Control of Imports (Amendment) Order, of which the Seanad is asked to approve, is a very formal one, and is made merely for the purpose of regularising what has been the administrative practice of the Revenue Commissioners. Under the Control of Imports Act the Government had made an order in relation to all the quota orders in force at the time allowing the Revenue Commissioners to permit the importation of goods subject to quota orders, when they were imported as samples, as stage properties, for scientific purposes, or for further manufacture for competitions or exhibitions, or in any such circumstances that the Revenue Commissioners had power under certain Finance Acts to admit without payment of duty. There were two quota orders made subsequent to the passage of the Control of Imports Act, 1937, and the purpose of this order is to give the Revenue Commissioners, in relation to these two quota orders, the same powers that they have in relation to all the other quota orders. In fact, the Revenue Commissioners have been proceeding on the assumption that they have these powers, and the orders were made to regularise the position.

I am aware of all the circumstances. I have read this order and I quite agree with it.
