134 Mr. S. Barrett asked the Minister for Justice if, in view of the concern being expressed by various bodies and individuals regarding the barbarous treatment of loose horses in urban areas, he will ensure that the Control of Horses Bill, 1989 will be reintroduced in Dáil Éireann at the earliest opportunity.

135 Mr. R. Bruton asked the Minister for Justice whether he intends to reintroduce the Control of Horse Bill which lapsed with the last Dáil; and if he will make a statement on the matter.

I propose to take Questions Nos. 134 and 135 together.

The Control of Horses Bill, 1989 was a Private Members' Bill which sought to introduce a registration system for horses, which was to be operated by local authorities. The subject matter of the Bill is not a matter appropriate to be dealt with by the Minister for Justice and that was recognised in the Bill.
