Written Answers. - Milk Quotas.

Ceist:

116 Mr. Yates asked the Minister for Agriculture and Food if he will clarify the situation in relation to the establishment of a tribunal for adjudicating on the allocation of additional milk quotas; if persons who had a reduced original milk quota in 1983-1984 because of disease problems prior to that year, will be considered; if he will clarify the future situation regarding allocation of quotas for such persons and any opportunities they might have for obtaining milk quotas.

I recently announced details of the milk quota appeals tribunal. The first task of the tribunal will be to deal with the allocation of the one million gallons of quota which I have set aside from the additional 11 million gallons, to special category producers who have suffered hardship under the quota system. One of the priority categories for additional quotas will be those producers who were affected by animal disease problems prior to 1981 and who were not eligible to benefit from previous national reserves.

I have already provided that such producers are a priority category under the restructuring scheme, the temporary leasing scheme and in the allocation of flexi milk.
