Written Answers. - PRSI/PAYE Collections.

50 Mr. J. Mitchell asked the Minister for Finance if he will outline the average amount of PRSI, including employer and employee contributions, and PAYE collected per year in respect of each 1,000 taxpayers.

According to information supplied by the Department of Social Welfare, the average amount collected per 1,000 persons in social insurance contributions, health contributions and employment and training levy in 1990 is estimated at £1.2 million; this is basesd on all PRSI contribution classes, excluding the self-employed, and includes employer and employee contributions.

I am advised by the Revenue Commissioners that the average PAYE payment per 1,000 employees in 1990 is estimated at £3.29 million. This figure, which is provisional and subject to revision, is obtained by dividing the net receipt of PAYE tax in the 1990 calendar year by the estimated number of PAYE taxpaying units effectively liable to tax in the 1990-91 tax year, and multiplying the result by one thousand. (A married couple who have opted, or have been deemed to have opted, for joint assessment, are counted as one tax unit). It should be noted that income tax collected through the PAYE mechanism covers more than income tax on ordinary wages and salaries. It includes tax paid by directors of close companies as well as tax on "other income" of employees such as rent and other investment income. Receipts of deposit interest retention tax are not included in the calculation.
