I move amendment No. 12:

In page 6, paragraph (b), line 16, after "brought" to insert "as soon as may be".

Question proposed: "That section 7, as amended, stand part of the Bill."

Section 7 states:

If the Minister receives a request made in accordance with this Part of the extradition of any person, he shall, subject to the provisions of this section, certify that the request has been made.

That is a Part 2 extradition. Does this mean a certificate may be used to prove that a request has been made to the Minister? It seems a judge has no alternative but to issue a warrant if the Minister produces a certificate. Is the Minister happy about the constitutionality of this procedure?

That is the way it has been until now and no difficulty has arisen.

It is strange that on the production of a certificate, a judge must put somebody into custody. It is a heavy power.
