Joint Committee on Transport and Communications to resume pre-legislative scrutiny of General Scheme of Road Traffic (Miscellaneous Provisions) Bill 2019 with Minister Eamon Ryan

The Joint Committee on Transport and Communications will meet tomorrow, Wednesday, 30 June, with Minister Eamon Ryan to resume pre-legislative scrutiny of the General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019.

The meeting at 12.30pm in Committee Room 2 of Leinster House will be briefed in the Heads of the Bill by the Minister for Environment, Climate and Communications; and Transport.

Committee Cathaoirleach Deputy Kieran O’Donnell said: “The Committee welcomes this opportunity to engage with Minister Ryan as part of our pre-legislative scrutiny of this comprehensive piece of legislation. The General Scheme of the Bill includes a broad range of provisions to update our road traffic laws, including dynamic traffic management on national roads, particularly the M50 around Dublin, updating driver licencing and vehicle ownership databases, allowing for data sharing on uninsured drivers, and updating driver licencing legislation in line with EU law.

“The Minister has also indicated that further provisions will be added to the Bill during later stages as it passes through the Oireachtas, including measures to address the legal position regarding e-scooters and similar devices, known as power personal transporters. A detailed update on these provisions has been sought from the Department by the Committee during the scrutiny process following our engagements on the Bill with the Road Safety Authority, the National Transport Authority and Transport Infrastructure Ireland.”

The Joint Committee on Transport and Communications has 14 Members, nine from the Dáil and five from the Seanad.
