Publications Board and canal bye-laws on the agenda of Environment Committee

The Committee on Environment, Culture and the Gaeltacht will meet with the Chairperson Designate of the Censorship of Publications Board on Tuesday, 25th March 2014.

Michael McCarthy, Cathaoirleach of the Oireachtas Joint Committee on Environment, Culture and the Gaeltacht, said: “The Censorship of Publications Board is set up under the Censorship of Publications Acts, 1929 to 1967. The Censorship of Publications Board meets only when it is required. Under the Programme for Government, those who are being proposed for appointment as chairpersons of State boards are required to make themselves available to the appropriate Oireachtas Committee. Tomorrow will be our first opportunity to engage with the Chairperson Designate of the Censorship of Publications Board Shane McCarthy where he will have an opportunity to outline what he sees as the priorities and challenges for the Board in the immediate period ahead and into the future. Committee members will have a chance to raise any issues they may have on the Censorship of Publications Board.”

Following its meeting with Mr McCarthy, the Committee will discuss proposed new canal bye-laws with Waterways Ireland and the Inland Waterways Association of Ireland. The proposed changes include an annual extended mooring permit of between €160 and €1,600 a year for boats not navigating or cruising on canals, along with annual house-boat mooring permits of between €1,250 to €3,500.

Michael McCarthy, Cathaoirleach of the Oireachtas Joint Committee on Environment, Culture and the Gaeltacht, said: “Waterways Ireland, which has responsibility for the management, maintenance, development and restoration of inland navigable waterways principally for recreational purposes, recently completed a public consultation process on the law changes. The Inland Waterways Association of Ireland has raised concerns about the proposed new bye-laws, saying they will have an adverse effect on canal traffic and reduce tourism on the canals. Tomorrow we will discuss the bye-laws in more detail with both organisations.”

The Committee will also meet with the Heritage Boat Association to discuss the future of the historical CIÉ ferry Naomh Éanna. Built in the Liffey dockyards in the 1950s, the Naomh Éanna has been moored at Dublin’s Grand Canal Dock since 1989. However, after safety concerns were raised following a hull inspection, it was announced that the ship would have to be scrapped.

This meeting will start in Committee Room 4, Leinster House at 2.15pm tomorrow, Tuesday 25th March 2014.
