A redacted version of the report prepared by Mr. Senan Allen SC into allegations of wrongdoing made by a whistleblower against certain members of the investigation team working on the banking inquiry is now available on the Houses of the Oireachtas website at the link below.

The report, which redacts the names of the staff, runs to 140 pages and examines all of the allegations made by the whistleblower. The Houses of the Oireachtas Service would like to thank Mr. Allen for conducting the review and completing it in such a timely manner.

Mr. Allen’s main conclusion is that “there is no substance whatsoever in any of the allegations.” He specifically found that the Joint Committee of Inquiry into the Banking Crisis was not provided with false information; no participant in the inquiry attempted to obtain or was given favourable treatment; the practices and procedures for challenging redactions and withholding of documents were reasonable in the circumstances; and the procedures in place for dealing with conflicts of interest were robust and correctly applied.

The Houses of the Oireachtas Service is pleased to note these findings as they uphold the integrity of the processes supporting the banking inquiry and completely exonerate the staff involved of any wrongdoing.

The Service would like to acknowledge and express its gratitude to the staff of the inquiry for their hard work and commitment. Since the inquiry was established, they have discharged their functions in a professional and impartial manner and with integrity. The findings of Mr. Allen’s review will allow them to continue their work on the final phase of the inquiry in the knowledge that all the allegations made against them were unfounded and their good names and professional reputations have been fully vindicated.
